- Rachid Tahri: Globalement, le Maroc satisfait pleinement aux meilleures pratiques recommandées par l’Organisation mondiale de commerce. Ce qui justifie d’ailleurs le saut qualitatif enregistré dans les divers classements internationaux. Néanmoins, il faut reconnaître que le degré d’appropriation de ces mesures chez les différents opérateurs n’est pas encore au même niveau. A ce titre, un effort important de vulgarisation devra être déployé par les différents intervenants institutionnels publics et privés, notamment à travers l’accompagnement, la formation et l’implication de tous les acteurs à différentes échelles.
- Où en est-on dans la formalisation de la communauté portuaire?
- C’est un objectif qui s’est concrétisé à travers PortNet. La plateforme regroupe aujourd’hui la majorité des acteurs du commerce extérieur.
L’étude en cours pour l’implémentation de l’Observatoire de la compétitivité des ports constitue également un pas important pour la formalisation de la communauté portuaire. La notion de la communauté portuaire doit être repensée à la lumière de la régionalisation avancée mise œuvre dans le cadre de la nouvelle Constitution.
- Que change l’entrée en service de Port Net?
- Depuis sa mise en place, Port Net a eu un effet structurant sur le commerce extérieur, et représente un modèle réussi de partenariat public-privé. L’ambition aujourd’hui et de faire de cette plateforme d’échange de données informatisées un guichet unique pour un traitement entièrement dématérialisé des opérations liées au commerce extérieur.
- Les opérateurs se plaignent de l’allongement du délai de séjour des containers au port
- Selon les données de PortNet, l’objectif d’un délai de séjour moyen de 7 jours est atteint. L’allongement du délai s’explique en grande partie par les retards pris dans la constitution des dossiers du dépôt de la déclaration douanière et par le retard de paiement des droits et taxes par les entreprises. L’utilisation par les opérateurs des mesures de facilitation mises en œuvre, notamment la déclaration par anticipation, aiderait à diminuer ce délai.
